A Public Servant with Business and Non-profit Experience
Elected to the Leon County Commission in 2018, Rick Minor represents the citizens of District 3 and is focused on growing our economy by helping businesses bring quality jobs to the District and the County; improving our neighborhoods, roads and parks; reducing crime; protecting the environment; addressing homelessness and poverty; and ensuring that our local government performs at the highest ethical standards.
Prior to becoming a full-time Commissioner, Rick served as the Chief Executive Officer of the Big Bend’s nonprofit food bank. Under his leadership, its food distribution grew by an incredible 86%, and in FY2019 it provided more than 12.7 million pounds of fresh produce, meat, and non-perishable food to local families and individuals struggling with hunger. Rick and his team coordinated with more than 135 agency partners – churches, schools, and other nonprofits – to serve about 55,000 people each month.
Throughout his career, Rick has developed public policy for state and local governments but he’s also spent a great deal of time in the private sector. He has run the financial operations of a small business, managing accounts and making payroll for employees.
In addition, Rick spent nearly a decade as a business and information technology consultant, working on numerous private and public sector projects throughout the United States as well as in Germany, Hong Kong, Canada, South Africa and Denmark.
Rick is a native Floridian with a Bachelor of Science degree in Business. He has also earned a Master in Public Administration from Harvard University’s Kennedy School of Government.
A Community Leader
Believing that good work begins in our own backyard, Rick is dedicated to community service in Tallahassee.
Rick served as President of KCCI’s Tallahassee Music Week, a springtime celebration of local musicians and music diversity. For three straight years, hundreds of musical performances took place at more than 50 locations throughout Tallahassee. Most events were free and open to the public.
He has taught government at Florida State University and Tallahassee Community College (now Tallahassee State College). He is also a member of Leadership Tallahassee Class 26, the Capital City Tiger Bay Club, and the Network of Entrepreneurs and Business Advocates (NEBA).
As Chair of the City of Tallahassee’s United Way campaign in 2012, Rick led the fundraising effort that raised nearly $240,000 which, at that point, was an all-time City of Tallahassee record.
In 2008, the C.K. Steele Foundation honored Rick for his service to the Tallahassee community and in 2015 he was a finalist for Leadership Tallahassee’s Leader of the Year Award. Most recently, in 2025 he received the Hall of Fame Award from the MLK Foundation of Florida, Inc.
A Family Man
First and foremost, Rick is a family man. He married Jessica Lowe-Minor in 2009 and they are the proud parents of two daughters, ages 11 and 6.
When time allows, Rick’s favorite pastimes are taking strolls with his wife and daughters around Leon County’s parks, kayaking with the family on Lake Jackson and the Wakulla River, and listening to music – he likes just about everything but he’s been a huge Beatles fan since he was 8 years old.
